Wow, its been a long time since I've been on here.
I was under the impression that the legion got hit-and-miss depending on the executive at the time, so I don't know that it is ever entirely out (unless you folks actually did something to get them PO'd).
I'll throw something like the Odeon out there just because they have been known to go through event "droughts" themselves.
Less known venues include various curling club buildings (which are more difficult to book in the Winter).
But perhaps the best potential site is the Albert Community Centre. They have a loft and a gymnasium available for rent, and I think that their rates have dropped recently. The location (Clarence and 11th) is centralized enough, so that is handy. If nothing else, it should be worth a look.

Can anyone recommend a place where we can set up a ring for training? Its got to be a decent size to hold a ring and be affordable.

Every month or so the idea of POW returning comes up but so far nothing more has come of it. The last time I saw anything by POW was at the Ex a few years ago when Jerry Lynn and Sabu came into town. If they get it together that would be great, I like wrestling. I went to most of the POW shows. I even ditched the Finger 11 concert to watch one of the Bar room brawls. For the last year or so I've been driving up to Regina or Moose Jaw for the High Impact shows.
